The school festival was going to open at ten, and by nine nothing was ready.

文化祭は10時に始まる予定でしたが、9時になっても何ひとつ準備できていませんでした。

The rain had started in the night and had not stopped.

雨は夜のうちに降り出し、やんでいませんでした。

The committee had to decide whether to call off the outdoor stage.
